The Institute was founded in 1960 and was part of the USSR Ministry of Energy system as a regional center in the east of the country and was the leading republican institute for designing district heat supply systems based on CHPPs with combined generation of electric and heat energy as well as heat supply schemes for industrial cities and enterprises. Since its establishment, the Institute was named the Alma-Ata Branch of the State Union Design Institute “Promenergoproekt” (State Union Design Institute for Designing Construction of Industrial Thermal Power Plants for Power Supply of Industrial Enterprises of All Sectors of National Economy “Promenergoproekt” of the Ministry of Energy and Electrification of the USSR, Moscow, 1942 - 1974).

Over the years, the Alma-Ata Branch of the Institute has become a major design organization responsible for the formation of technical policy in the field of district heating in Kazakhstan and Central Asian republics, as well as in a number of Russian Federation cities and abroad. The Institute had a staff of more than 1,000 people.

Throughout this period, the Institute's designs were used to build the Alma-Ata CHPP-2, the Karaganda CHPP-3, the Tselinograd CHPP-2, the Pavlodar CHPP-3; the most complicated reconstruction of the Ust-Kamenogorsk CHPP, expansion of the Barnaul CHPP-3, the Omsk CHPP-5 were realized. Main heating networks and pump stations were constructed in Alma-Ata, Karaganda, Dzhambul, Pavlodar, Tselinograd cities and others

That stage of the Institute's activity was characterized by the development and introduction of more advanced and progressive technical solutions into projects to ensure increased productivity and efficiency of CHPPs being constructed. The Institute has initiated works on fundamental restructuring of standard design, as well as research and development works on industrial power engineering and rational use of energy resources.

1992

In 1992, the Central Asian Branch of “VNIPIEnergoprom” was re-organized into an independent state enterprise Institute “KazNIPIenergoprom” under the direct management of the Ministry of Energy and Coal Industry of the Republic of Kazakhstan.

Later the Barnaul, Omsk, Bishkek branches together with their archives were separated from the Institute, and then the Pavlodar branch was separated too.

For the entire activity since 1960, the Institute has reached a high level of designing of combined heat and power plants, large boiler houses and facilities of heat networks and, it is the leading company in the field of designing of district heating in the Republic of Kazakhstan.

The Institute has made a significant contribution to the creation of district heating system in the Republic of Kazakhstan. The district heating systems based on coal-fired CHPPs, built according to the Institute's designs, provide heat supply to practically all major cities of Kazakhstan, located in harsh climatic conditions with cold winters and heating season duration from 143 to 230 days.

The Institute has gained the unique experience in joint design of  gas turbine power plant in Aktobe city, first, with Siemens 980 MW CCGT and then with ABB - 98 MW Gas Turbine and Heat Recovery Steam Generator at the Aktobe CHPP.

The Karachaganak Gas Turbine Power Plant was built under the project of General Electric and the Institute.

Using the Institute's designs, there were subsequently constructed steam turbines at the Zhezkazgan CHPP, Balkhash CHPP, Karaganda GRES-2, gas turbines at the Aktobe CHPP, Ural CHPP, steam turbine and boiler at the Astana CHPP-2, boiler and turbine at the Pavlodar CHPP-3, main heat networks in Almaty and Astana and others.

Many thermal power facilities have been constructed from scratch according to the Institute's designs. Over the entire period of the Institute's activity since its foundation, more than 100 power plants have been constructed, expanded and reconstructed under its designs both in Kazakhstan and abroad (Russia, Tajikistan, Kyrgyzstan, Turkmenistan, Uzbekistan, Turkey, Cuba, Vietnam), including:

- 87 turbine units with a total capacity of 5,896 MW;
- 114 power boiler units with a total steam capacity of 30.06 Tsd.t/h;
- 84 hot-water boilers with a total heat capacity of over 8.34 Tsd. Gcal/h;
- 1,860 km of main and distributive heat networks;
- 129,694.65 Tsd. m3 of ash dumps
